These Terms replace the SITREP Terms of Service last updated 1 March 2025.
01Who we are and what these Terms cover
1.1Who we are. SITREP is provided by Artorias, Inc. ("Artorias", "we", "us", "our"), 169 Madison Ave, Suite 11590, New York, NY 10016, United States. You can contact us at hello@artorias.com.
1.2What these Terms cover. These Terms govern your use of SITREP on the web, on iOS and on Android, SITREP Academy at academy.artorias.com (when it is available), and related services (together, the "Service"). These Terms include, and you also agree to, the following documents, which are part of your agreement with us:
- the Community Guidelines (artorias.com/legal/sitrep/community-guidelines);
- the Privacy Policy (artorias.com/legal/sitrep/privacy), which explains how we handle personal information;
- the Law Enforcement Guidelines (artorias.com/legal/sitrep/law-enforcement); and
- the Copyright (DMCA) Policy (artorias.com/legal/sitrep/copyright).
Our Safety and Crisis Resources page (artorias.com/legal/sitrep/safety) lists free support services. It is information, not part of the contract.
1.3Words we use. In these Terms and in the documents listed above:
- "SITREP Reporting" means the alerts, briefings, reports and other products that SITREP publishes.
- "Community features" means the parts of the Service where users create and share content: profiles, posts, replies, reactions, images, messages, channels, geolocations, incident reports, context notes and community moderation.
- "Community Content" means anything a user creates or shares through the Community features. Community Content is not SITREP Reporting.
- "Handle" means the name you appear under in the Community features: a username you choose, or a hash handle we generate at random (for example
0x3f9a0c71be). - "SCATTER" means replacing your hash handle with a new one (section 4.2).
- "Near me" means the optional feature that shows SITREP alerts and community incident reports near an area you set (section 3.3).
- "Incident report" means a community report of something a user saw or heard, pinned to a place on a map.
- "Geolocation" means a community proposal of where an image, post or alert shows, and the votes that confirm or dispute it.
- "Verification mark" means the gold, blue or gray mark described in section 9.
- "SITREP staff" means people who work for Artorias on the Service. "Community moderators" and "channel moderators" are users, not SITREP staff (section 8.2).
1.4Accepting these Terms. You accept these Terms when you create an account on a screen that links to them, when you tap "I agree" on a screen that shows them, or when you use the Service after they take effect. Before you first post, send a message, file a report or otherwise take part in the Community features, the app asks you to confirm that you accept these Terms and the Community Guidelines and that you are 18 or older. If you do not accept these Terms, do not use the Service.
1.5If you had an account before 1 October 2026. These Terms replace the terms you agreed to before. We tell you about them in the app. If you keep using the Service on or after 1 October 2026, you accept them. If you do not agree, stop using the Service and delete your account (section 17.1).
02Eligibility
2.1You must be at least 18 years old to use the Service. By accepting these Terms you confirm that you are 18 or older.
2.2You may not use the Service if you are barred from receiving it under the laws of the United States or the place where you live, including if you are located in a country or region subject to comprehensive US sanctions or embargo, or you are on a US government list of prohibited or restricted parties (section 18).
2.3One person, one personal account, unless we agree otherwise in writing. You are responsible for activity on your account and for keeping your sign-in details secure.
03The Service
3.1SITREP Reporting. SITREP publishes alerts, briefings and related intelligence products. SITREP Reporting is produced with the help of automated systems, including artificial intelligence, under our editorial processes.
3.2Community. Signed-in users can create a profile, post and reply, share images, propose and confirm geolocations, file incident reports, send messages, join and run channels, earn badges and, if eligible, moderate. Every community surface carries a label such as "Community posts. Not SITREP reporting." Community Content is never added to SITREP Reporting, alerts, briefings or exports.
3.3Near me. If you turn it on, Near me shows SITREP alerts and community incident reports near an area you set. It is off until you turn it on. Please read section 13 about its limits.
3.4Free reading. Signed-in users without a paid plan can read a limited number of SITREP alerts each month. The current number is shown in the app.
3.5Changes to the Service. We may add, change, suspend or end any feature. Some features may not be available in every place or on every device.
04Your account, your handle and SCATTER
4.1Handles. You appear to others under your handle. Usernames must follow the Community Guidelines: no impersonation of a person, government, organization or SITREP.
4.2SCATTER. You can replace a hash handle with a new one. After a SCATTER, other users cannot see a link between your old and new handles. Your past posts stay under the old handle, your followers are removed, you leave your conversations, and your new handle has a short quiet period before it can post. Limits apply to how often you can SCATTER, and you cannot SCATTER while certain restrictions apply to your account.
4.3What anonymity means here. Hash handles and SCATTER protect you from other users. They do not make you anonymous to us. We keep account-level records, including the handles your account has held, restrictions, reports and enforcement history, so that rules and restrictions follow the account, not the handle. We may use and disclose those records as described in the Privacy Policy and the Law Enforcement Guidelines. Restrictions and bans apply to the account. SCATTER, a new handle or a new account does not reset them, and creating an account to get around a restriction is itself a violation.
4.4Trust levels. New accounts have lower limits (for example on posts, links, images and messages). Limits rise with account age, reading activity, a paid plan or a verification mark. Limits exist to reduce abuse. They are not a paid feature.
05Your content and the license you give us
5.1You own your content. You keep whatever rights you have in the Community Content you create.
5.2License to us. You grant Artorias a worldwide, non-exclusive, royalty-free license, which we may transfer only together with the Service and may sublicense only to our service providers, to host, store, copy, process, reformat (including re-encoding, resizing, blurring and removing metadata from images), display and distribute your Community Content within the Service. The license lasts for as long as your Community Content is on the Service and for the retention and legal hold periods in the Privacy Policy. We use this license to operate, secure, moderate and improve the Service. We do not use Community Content in SITREP Reporting, sell it, or use it to train artificial intelligence models.
5.3License to other users. Other users may view and interact with your Community Content inside the Service as the Service allows (for example reply to it, react to it, or include it in a report to us). This gives them no right to copy it outside the Service.
5.4Your promises. You promise that you have the rights needed to share your Community Content, that it follows these Terms and the Community Guidelines, and that it does not infringe anyone's rights or break the law.
5.5Public and private. Posts, replies, public channel posts, geolocations, incident reports and your profile are visible to signed-in users. Messages and private channel posts are visible to the members of that conversation or channel. The place you pin on an incident report is public.
5.6Deleting content. You can delete your posts. You can delete a message for everyone within 60 minutes of sending it; after that you can delete it only for yourself. Deleted content may remain for a limited time in our systems, in reports other users filed, and under legal hold, for the periods in the Privacy Policy.
06Zero tolerance for objectionable content and abusive users
6.1There is no tolerance on SITREP for objectionable content or abusive users. We remove content that breaks this section and restrict or ban the accounts that post it, usually without warning for the most serious categories.
6.2You must not post, send, link to or upload content that:
- sexually exploits or endangers children, including any sexualized depiction of a minor, grooming, enticement or sextortion (we report it to the National Center for Missing & Exploited Children and preserve it as the law requires);
- is intimate imagery of a person shared without their consent, including realistic synthetic or edited imagery;
- promotes, supports, recruits for, glorifies or gives instructions for terrorism or violent extremism, or is produced by a terrorist organization for those purposes;
- threatens violence, incites violence, or celebrates violence against people;
- harasses or bullies people, or targets them with hate based on protected characteristics;
- is pornographic or sexually explicit;
- is gratuitously violent or gory (newsworthy graphic content may be allowed behind a warning, at our discretion);
- discloses a live military position or unit movement, or otherwise creates an operational security risk (section 7);
- doxxes anyone: publishes private contact details, home addresses or identity numbers, or locates a private person or their home;
- encourages or gives instructions for self-harm or suicide;
- is illegal where it is posted or received, or facilitates illegal goods, services or activity;
- impersonates a person, government, organization or SITREP, or falsely claims a verification mark;
- is spam, malware, phishing or a scam;
- is dangerous misinformation, including fabricated or manipulated media presented as real, or false safety instructions during an emergency;
- is part of coordinated inauthentic behavior or covert foreign influence activity; or
- infringes copyright, trademark, privacy or publicity rights.
6.3You must not abuse the Service. That includes ban evasion; fake or multiple accounts used to manipulate votes, confirmations or reports; brigading; false or bad-faith reporting; scraping or automated access without our written permission; attempts to identify the person behind a handle; and interference with the Service's security.
07OPSEC rules (conflict and security content)
7.1SITREP covers conflicts, disasters and security incidents in which people can be hurt by what is published. You must not publish, in any form (text, coordinates, grid references, map links, images, pins or geolocation proposals):
- the current or recent position, movement or intended movement of military units, troops, equipment or security forces;
- information that would let someone target people, shelters, evacuation routes or critical infrastructure; or
- the location of a private person or their home.
7.2Holds and delays. To enforce these rules we automatically hold or delay some content before others can see it. Examples: posts that look like they contain coordinates or unit movements, content about places in conflict areas we list, images in those areas, geolocations of military positions, and strike reports in conflict areas (released no sooner than a minimum delay after the event). SITREP staff review held content. A hold is not a finding that you broke the rules.
7.3Verification marks give no exemption from these rules.
08Moderation, enforcement and appeals
8.1How content is moderated. We use:
- automated rules that hold, delay, blur or refuse content that matches fixed patterns (for example coordinates, contact details, blocked links, slurs and duplicates);
- community moderation by eligible members on a Plus plan or above, who can vote to keep, limit or hide public posts and propose context notes;
- channel owners and moderators, who can hide posts and remove members from their own channel for up to 30 days; and
- SITREP staff, who alone can remove content, ban accounts, and grant or revoke gold and blue marks, and who review content about OPSEC, doxxing, child safety, terrorism, violent threats and graphic material.
No artificial intelligence reads your Community Content. We aim to reach a decision on every report within 24 hours.
8.2Community moderators and channel moderators are users, not SITREP staff or our agents. Their decisions can be reviewed by SITREP staff and appealed.
8.3What can happen. Actions include: hold, delay, limit (collapsed and not promoted), blur, hide, remove, lock a thread, restrict posting, messaging or images for a period, lower trust limits, revoke moderation rights, revoke a verification mark, ban from the Community features, and suspend or close the account. We do not use hidden ("shadow") restrictions. When we restrict your content or account we tell you in the app what we did, why (the rule), who decided (automated rules, the community, a channel moderator or SITREP staff) and how to appeal, except where the law, a request from authorities, or an investigation into child exploitation or another serious harm requires otherwise.
8.4Appeals. You can appeal any decision that restricts your content or account:
- in the app, within 14 days of being told about the decision (one appeal per decision); or
- by email to hello@artorias.com with the subject line "Appeal", within 6 months of being told about the decision, including if the in-app window has passed.
SITREP staff decide appeals, not the community. If you are in the European Union, you may also be able to use a certified out-of-court dispute settlement body, and you keep your rights to go to court.
8.5Reporting. Anyone signed in can report posts, profiles, images, messages, geolocations, incident reports and channels in the app. People without an account can send notices by email (section 19). Repeated false reporting is a violation.
8.6Serious harm. Where content suggests a threat to someone's life or safety, or child sexual exploitation, we may preserve it and report it to the authorities or to the National Center for Missing & Exploited Children, as described in the Privacy Policy and the Law Enforcement Guidelines.
09Verification marks and badges
9.1Verification marks.
- A gold mark means SITREP staff checked that the holder is a serving official of a government or intergovernmental organization in a relevant role, at the time the mark was granted or last re-confirmed. The holder chooses whether it is shown.
- A blue mark means SITREP staff checked the holder's identity as a professional practitioner (for example in open-source intelligence, journalism, security research or crisis response).
- A gray mark means the holder completed the SITREP PAI/OSINT course and has an active Plus plan or above.
We grant, suspend and revoke marks at our discretion. Marks are not for sale.
9.2No endorsement. A mark confirms identity or course completion only. It is not an endorsement by SITREP of the holder, their views, their employer or government, or the accuracy of anything they post, and it does not make their content SITREP Reporting.
9.3Badges are awarded automatically for activity and can be withdrawn if the activity behind them is removed or found to be abusive. Badges have no monetary value.
10Channels
10.1You may create community and private channels if you meet the requirements shown in the app. As a channel owner or moderator you must enforce these Terms and the Community Guidelines in your channel in good faith. You must not use channel tools to harass, to get around our rules, or to run the channel for an undisclosed commercial or political sponsor.
10.2We may lock, remove or take over any channel, or replace its owner.
11Messages
11.1Messages are stored encrypted at rest. They are not end-to-end encrypted. SITREP staff do not browse conversations. Staff see message content only when:
- a message is reported (the report includes the reported message and up to 20 earlier messages in that conversation that the reporter could see);
- an automated safety rule holds a message (for example suspected child exploitation, or the same message sent to many conversations); or
- we must preserve or disclose it for legal reasons.
Every staff access is logged. We run automated, rule-based checks (not artificial intelligence) on message text and links: blocked or shortened links, child-safety terms, contact details in message requests, possible live positions in group chats, and repeated identical messages. The Privacy Policy explains how long we keep messages.
11.2Messages from people who do not follow you arrive as requests. You can block and report from any conversation.
12Community geolocations and incident reports
12.1Geolocations and incident reports are Community Content. "Confirmed by the community" means enough eligible users agreed under our rules. It is not verification by SITREP. During launch periods SITREP staff may take part in confirming, to support quality; that does not make the content SITREP Reporting.
12.2Pin the incident, never yourself and never anyone's home. Locations shown to other users are deliberately imprecise.
13Important: do not rely on SITREP for safety decisions
13.1SITREP Reporting, Near me and Community Content are for information only. They may be incomplete, delayed, wrong, or unavailable when you need them.
13.2SITREP is not an emergency service or an official warning system. Do not rely on it to decide whether you are safe, whether to move or shelter, or for any other life-safety, medical, legal, financial or operational decision. Follow official warnings and the instructions of local authorities. In an emergency, contact your local emergency services.
13.3Near me uses an approximate area. It may miss events close to you or show events that are not close. Near me results appear only in the app; SITREP does not currently send push notifications for Near me.
14Plans, subscriptions and credits
14.1Plans. Some features require a paid plan. The plan names, features and prices are shown in the app before you buy. The Community features are free, except community moderation and the gray mark, which require a Plus plan or above.
14.2Where you buy decides billing. Purchases in the Apple App Store or Google Play are billed, renewed, cancelled and refunded under Apple's or Google's terms; manage them in your store account. Purchases on the web are processed by our payment provider, Stripe, under these Terms.
14.3Automatic renewal. Plans renew automatically at the end of each billing period at the then-current price until you cancel. To avoid the next charge, cancel before the current period ends (for App Store and Google Play purchases, at least 24 hours before). You can cancel a web subscription through the cancellation option in your web billing settings, if one is shown, or by sending us a cancellation email: from the email address linked to your account, email hello@artorias.com with the subject "Cancel my web subscription". No other information is needed, and we will cancel it for you. After you cancel, your access continues until the end of the period you paid for.
14.4Free trials. If we offer a free trial, its length and the price that applies after it are shown before you start. Unless you cancel before the trial ends, your paid plan starts automatically at the end of the trial.
14.5Refunds. Payments are final. Refunds, if any, are given at our discretion, or as required by law or by the store's policies. There are no refunds for partial periods unless the law or the store's policies require one.
14.6Credits. If your plan includes credits for artificial intelligence features, or you buy credits, the app shows how credits are allowed, used and when they expire. Credits have no cash value and cannot be sold, transferred or exchanged for money. They are not refundable except where the law requires. We may change what credits cost and what they buy, with notice in the app.
14.7Price changes. We will tell you about a price change in advance, as the store's rules or the law require.
15SITREP Academy
15.1SITREP Academy is free. It uses your SITREP account and stores your course progress and results with it.
15.2Course material is for education. Modules on ethics, law and policy are general information, not legal advice, and may not reflect the law where you are. You are responsible for making sure any research you do is lawful and ethical.
15.3A certificate records that an account completed a version of a course on a date. It is not a professional qualification, license, accreditation or security clearance, and it is not an endorsement. A certificate shows a username, or a name you type, only if you choose. It never shows a hash handle.
15.4Cheating, sharing answers or completing a course for someone else can lead to the certificate and the gray mark being revoked.
16Our intellectual property and our license to you
16.1The Service, SITREP Reporting and our trademarks belong to Artorias or its licensors. Subject to these Terms, we give you a personal, non-exclusive, non-transferable, revocable license to use the Service, including the SITREP app, for your own non-commercial use. Organizations that want to use the Service for their work need a separate agreement with us.
16.2You must not copy, redistribute, resell, frame or systematically extract SITREP Reporting or Community Content, or reverse engineer the Service, except as the law allows.
16.3Copyright complaints: see the Copyright (DMCA) Policy. We close the accounts of repeat infringers in appropriate circumstances.
17Suspension, termination and deleting your account
17.1You can leave at any time. You can delete your account in the app's account settings ("Delete account"), or by emailing hello@artorias.com from the email address linked to your account. Deleting your account does not cancel an App Store or Google Play subscription, so cancel it in your store account first. If you have a web subscription, cancel it first or ask us to cancel it (section 14.3). Deleting your account deletes your sign-in, which also ends your access to SITREP Academy and to any other Artorias service that uses the same sign-in. What happens to your data when you delete your account is set out in the Privacy Policy: some content remains as a "Deleted account" stub so that conversations still make sense, and some records are kept for legal reasons.
17.2We may suspend or end your access to all or part of the Service if you break these Terms, if we must for legal reasons, or to protect users, the public or the Service. Where the law requires, we will give reasons and a way to appeal (section 8).
17.3Sections 4.3, 5 (for content we keep under the Privacy Policy), 6.3, 13, 16, 18 and 19 to 24 continue to apply after your account ends.
18Export controls and sanctions
You must comply with US export control and sanctions laws and any others that apply to you. You confirm that you are not located in a country or region subject to comprehensive US sanctions or embargo and are not on any US government list of prohibited or restricted parties. We may restrict the Service, or refuse or revoke a verification mark, to comply with these laws.
19Notices and contact
All notices to us go to hello@artorias.com. Please use the subject line shown below so your message reaches the right people quickly. Our postal address is Artorias, Inc., 169 Madison Ave, Suite 11590, New York, NY 10016, United States.
19.1Questions and support: subject "SITREP support".
19.2Notices of illegal content, including from people without an account: subject "Illegal content notice". Please identify the content (the handle that posted it, the approximate date and time, and where it appeared in the app: the alert, channel or place), explain why you believe it is illegal, give your name and email address, and include a statement that you believe in good faith that the notice is accurate and complete. You do not need to give your name for a notice about child sexual abuse material.
19.3Intimate images shared without consent. If an intimate image of you (real, edited or synthetic) was shared on SITREP without your consent, you, or someone authorized to act for you, can ask us to remove it. Use the in-app report (reason: sexual content) or email hello@artorias.com with the subject "Intimate image removal request". Your request must include:
- your physical or electronic signature, or that of the person acting for you (typing your full name in an email is enough);
- identification of the image and where it is in the app (the handle that posted it; the alert, channel or conversation; and the approximate date and time), with a screenshot if you can;
- a brief statement that you believe in good faith that the image was shared without your consent, with any information that helps us assess it; and
- how we can contact you.
We remove the image within 48 hours of receiving a valid request and make reasonable efforts to find and remove identical copies on SITREP.
19.4Copyright: see the Copyright (DMCA) Policy. Law enforcement and government requests: see the Law Enforcement Guidelines. Privacy requests: see the Privacy Policy.
19.5Authorities in the European Union. Where the EU Digital Services Act applies, our single point of contact for Member State authorities, the European Commission and the European Board for Digital Services, and for users of the Service, is hello@artorias.com. We communicate in English.
19.6Notices to you. We may send you notices in the app or by other means we have for contacting you. A notice in the app counts as written notice.
20App store terms (Apple and Google)
20.1If you downloaded the app from the Apple App Store:
- These Terms are between you and Artorias only, not Apple. Apple is not responsible for the app or its content.
- Your license is limited to using the app on Apple-branded products that you own or control, as permitted by the Usage Rules in the Apple Media Services Terms and Conditions.
- Apple has no obligation to provide any maintenance or support services for the app.
- If the app fails to conform to any applicable warranty, you may notify Apple, and Apple will refund the purchase price (if any) of the app to you. To the maximum extent the law allows, Apple has no other warranty obligation for the app. Any other claims, losses, liabilities, damages, costs or expenses arising from a failure to conform to a warranty are our responsibility, to the extent they are not disclaimed in these Terms.
- We, not Apple, are responsible for addressing any claims by you or a third party relating to the app or your possession or use of it, including product liability claims, claims that the app fails to meet a legal or regulatory requirement, and claims under consumer protection, privacy or similar laws.
- If a third party claims that the app or your possession and use of it infringes that third party's intellectual property rights, we, not Apple, are responsible for the investigation, defense, settlement and discharge of that claim.
- You confirm that you are not located in a country that is subject to a US government embargo or that has been designated by the US government as a "terrorist supporting" country, and that you are not on any US government list of prohibited or restricted parties.
- Our contact details for questions, complaints or claims about the app are in section 19.
- You must comply with applicable third-party terms when using the app (for example your mobile carrier's terms).
- Apple and Apple's subsidiaries are third-party beneficiaries of these Terms. When you accept these Terms, Apple has the right (and is deemed to have accepted the right) to enforce these Terms against you as a third-party beneficiary.
20.2If you downloaded the app from Google Play, Google's terms also apply to your download and purchases.
21Disclaimers and limitation of liability
21.1THE SERVICE, SITREP REPORTING AND COMMUNITY CONTENT ARE PROVIDED "AS IS" AND "AS AVAILABLE". TO THE EXTENT THE LAW ALLOWS, WE DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, TIMELINESS AND NON-INFRINGEMENT.
21.2WE ARE NOT RESPONSIBLE FOR COMMUNITY CONTENT OR FOR THE CONDUCT OF USERS, CHANNEL OWNERS, CHANNEL MODERATORS OR COMMUNITY MODERATORS, ON OR OFF THE SERVICE.
21.3TO THE EXTENT THE LAW ALLOWS, WE ARE NOT LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF PROFITS, REVENUE, DATA OR GOODWILL, ARISING FROM OR RELATING TO THE SERVICE. OUR TOTAL LIABILITY FOR ALL CLAIMS ARISING FROM OR RELATING TO THE SERVICE IS LIMITED TO THE GREATER OF (A) THE AMOUNT YOU PAID US IN THE 6 MONTHS BEFORE THE EVENT THAT GAVE RISE TO THE CLAIM AND (B) US$100.
21.4Nothing in these Terms limits or excludes liability that cannot be limited or excluded by law, or your mandatory rights as a consumer where you live.
21.5Indemnity. To the extent the law allows, you will defend, indemnify and hold harmless Artorias and its officers, employees and agents from third-party claims, and related losses and reasonable legal costs, arising from your Community Content or your breach of these Terms.
22Governing law and disputes
22.1These Terms, and any dispute arising from or relating to them or the Service, are governed by the laws of the State of Delaware, United States, without regard to its conflict-of-laws rules. The United Nations Convention on Contracts for the International Sale of Goods does not apply.
22.2Any legal action arising from or relating to these Terms or the Service must be brought in the state or federal courts located in Delaware, and you and we consent to the personal jurisdiction of those courts.
22.3If you are a consumer living in the European Union, the United Kingdom or another country whose law gives you rights that cannot be changed by contract, you keep the protection of those mandatory laws and may bring a claim in the courts where you live.
23Changes to these Terms
We may update these Terms. For material changes we will tell you in the app before they take effect and, where the law requires, ask you to accept them again. If you keep using the Service after changes take effect, you accept them. The version and effective date are shown at the top.
24General
24.1These Terms, together with the documents listed in section 1.2, are the whole agreement between you and us about the Service and replace any earlier terms.
24.2If any part of these Terms is found unenforceable, the rest stays in force. If we do not enforce a part of these Terms, that is not a waiver.
24.3You may not assign or transfer these Terms. We may assign them in connection with a merger, acquisition, reorganization or sale of assets.
24.4We are not responsible for delays or failures caused by events beyond our reasonable control.
24.5These Terms are written in English. If we provide a translation and there is a conflict, the English version applies, unless the law where you live requires otherwise.
